Samantha ( Sailorsamhain ) in her royal identity as a member of the Court of Witches. The Court were the protectors of the prince and princess of Icarus during the Silver Millenium. She is Witchsamhain. That's a magic wand she's holding. Samantha's hair has been pulled back into a braid and is held by a bat barrette (hehheh, that sounds kinda funny).
